The goal is not to lock the tires and cause the trailer tires to skid but rather to give strong breaking pressure to bring to a safe stop. It sounds like you have your brake assemblies # AKEBRK-35R-SA adjusted properly. You should just have a slight drag on your hub when you rotate your trailer wheel when it is off the ground. You shouldn't have too much drag or you will simply wear down your brake shoes prematurely.
